    * 12 commits past the 0.3.3 tag; upstream has no newer release
    * RTL-SDR Blog V4 now reports a 0 Hz - 1764 MHz tuning range
      instead of the generic 24 MHz floor, keyed on the USB
      manufacturer/product strings (untested here, needs the dongle)
    * Optional PLL dithering control; compiled out against Factory's
      librtlsdr 2.0.3, which has no rtlsdr_set_dithering
    * Fix time/tick tracking, uninitialised tunerGain and a missing
      <cstring> include; list testmode in ArgInfoList
    * cmake_minimum_required raised to 2.8.12...3.10, still under 3.5,
      so the CMAKE_POLICY_VERSION_MINIMUM workaround stays
  - Pin the snapshot with obs_scm; '+git' so it sorts above 0.3.3
  - Add Requires: soapy-sdr - the automatic soname dep covers only
