  - Fix build: name the VOLK library subpackage after its SONAME,
    libvolk_gnsssdr0_0_17 -> libvolk_gnsssdr0_0_21
  - Correct the license tags, per flavour, and record the components
    that are shipped but never built in a Legal-Review-Notice - upstream
    is GPL-3.0-or-later and not -only, and the binaries carry further
    licenses:
    * gnss-sdr: LGPL-3.0-only (libswiftcnav), BSD-1-Clause (supl),
      BSD-2-Clause (rtklib), BSD-3-Clause (inih), MIT (gsl-lite)
    * volk flavour: BSD-3-Clause (installed cmake files), Zlib (the
      sincos kernels)
  - Build require abseil, the logging and flags backend 0.0.21 actually
    links; glog and gflags were required but unused, and abseil is only
    optional to cmake, so losing it would have switched the backend
    silently instead of failing
  - Drop gnuradio from the volk flavour build requires - volk_gnsssdr is
    standalone, and the dependency left the flavour unresolvable
    wherever gnuradio is not built
  - Stop building the unit tests in the default flavour, they were
    compiled and then discarded; drops the gtest build requirement
  - Strip the shebang from the volk_gnsssdr_modtool modules, they are
    imported and not executed, and drop their stale sidecar bytecode
  - Run the VOLK QA suite in %check, minus qa_volk_gnsssdr_32fc_convert_8ic,
    which compares the NEON kernel against generic at tolerance 0 and
    trips on a 1 LSB rounding difference on some aarch64 workers
  - Declare the minimum versions upstream cmake enforces: gnuradio,
    which is fatal when older, and armadillo, matio and protobuf, where
    an older version makes cmake download sources instead
  - Ship COPYING in the library and devel subpackages as well
  - Let the devel subpackage require the matching library version
  - Spec cleanup: drop Group tags, use %autosetup and
    %ldconfig_scriptlets, switch build dependencies to pkgconfig()
