- Add xmlstarlet-fix-fo-exit-code.patch: "xml fo" (format) returned
the byte count from xmlOutputBufferClose() as its exit status
instead of 0 on success, so it exited with (bytes written % 256)

* xmlstarlet-fix-unesc-dquot.patch: unesc now handles " and
' correctly (off-by-one on the entity name length,

* xmlstarlet-fix-format-security.patch: pass string-literal format
arguments to satisfy -Werror=format-security
- Modernize spec: drop RPM group and use pkgconfig() BuildRequires
- Drop xmlstarlet-rpmlintrc: its only filter (package-with-huge-docs)
no longer matches and was flagged as an unused filter
