The sip extension module provides support for the PyQt5 package. SIP is a tool that makes it very easy to create Python bindings for C and C++ libraries. It was originally developed to create PyQt, the Python bindings for the Qt toolkit, but can be used to create bindings for any C or C++ library. For example, it is also used to create wxPython, the Python bindings for the wxWidget toolkit.

- Rebase support-python3.6.patch onto upstream's new Python 3.10
floor (previously 3.9); still overrides down to 3.6 for Leap.
- Raise python-setuptools BuildRequires floor to >= 75.8.1,
matching upstream's pyproject.toml build-system requirement
(previously an unrelated stale >= 30.3).

- Add patch to fix license in setup.py and PKG-INFO files. I
contacted upstream (Phil Thompson) and he confirmed that
pyqt6-sip is now licensed just as BSD-2-Clause and setup.py needs
fixing. Considering the sources of pyqt6-sip and pyqt5-sip had
the same license related changes, I added the following patch
to fix this here too:
