* New receiver chains for BeiDou B1C and B2a RNSS, QZSS L1 C/B and
SBAS L1 (EGNOS, WAAS); SBAS is decoded but not yet a ranging source
* Opt-in real-time kinematic positioning fed by RTCM 3 corrections from
an NTRIP caster, with a new integer ambiguity resolution layer. It
takes GPS L1 C/A alone or with L2C or L5, Galileo E1 alone or with
E5a, and single-frequency BeiDou B1C; the client prefers NTRIP v2,
falls back to v1, can use TLS 1.2 or newer and reports the rover
position upstream as NMEA GGA
* Observation and navigation files can be written in RINEX 4.02 with
PVT.rinex_version=4; the default stays RINEX 3.02
* New CUDA acquisition engine offloads the PCPS search grid with
batched cuFFT. It needs a non-default build (-DENABLE_CUDA=ON) and
is selected at run time by Acquisition_XX.use_cuda, so it is not in
this build
* Three new signal sources, each behind its own build flag and none
enabled here: bladeRF without gr-osmosdr, Pocket SDR and the
SAPHYRION EVK1029
* Fix several group-delay and ionospheric biases in the SPP solver
* The VOLK library subpackage is renamed libvolk_gnsssdr0_0_21 ->
libvolk_gnsssdr0_0_22, following its SONAME libvolk_gnsssdr.so.0.0.22

- Fix build: name the VOLK library subpackage after its SONAME,
libvolk_gnsssdr0_0_17 -> libvolk_gnsssdr0_0_21
- Correct the license tags, per flavour, and record the components
that are shipped but never built in a Legal-Review-Notice - upstream
is GPL-3.0-or-later and not -only, and the binaries carry further
licenses:
* gnss-sdr: LGPL-3.0-only (libswiftcnav), BSD-1-Clause (supl),
BSD-2-Clause (rtklib), BSD-3-Clause (inih), MIT (gsl-lite)
* volk flavour: BSD-3-Clause (installed cmake files), Zlib (the
sincos kernels)
- Build require abseil, the logging and flags backend 0.0.21 actually
links; glog and gflags were required but unused, and abseil is only
optional to cmake, so losing it would have switched the backend
silently instead of failing
- Drop gnuradio from the volk flavour build requires - volk_gnsssdr is
standalone, and the dependency left the flavour unresolvable
wherever gnuradio is not built
- Stop building the unit tests in the default flavour, they were
compiled and then discarded; drops the gtest build requirement
- Strip the shebang from the volk_gnsssdr_modtool modules, they are
imported and not executed, and drop their stale sidecar bytecode
- Run the VOLK QA suite in %check, minus qa_volk_gnsssdr_32fc_convert_8ic,
which compares the NEON kernel against generic at tolerance 0 and
trips on a 1 LSB rounding difference on some aarch64 workers
- Declare the minimum versions upstream cmake enforces: gnuradio,
which is fatal when older, and armadillo, matio and protobuf, where
an older version makes cmake download sources instead
- Ship COPYING in the library and devel subpackages as well
- Let the devel subpackage require the matching library version
- Spec cleanup: drop Group tags, use %autosetup and
%ldconfig_scriptlets, switch build dependencies to pkgconfig()
