mcrouter_propagate_folly_request_context in lib/MessageQueue.h, so that
file needs no gflags include
- Carry the EL 10 system package mappings for getdeps, so EL takes fmt,
gflags, googletest, benchmark, fast_float and Boost from EPEL, uses zlib-
ng there and stops asking for the lz4-static EL does not have
- Add a second vendor tarball for EL with the one dependency it cannot take
from the system, glog, and its license override
- Require folly-rpm-macros 46-11, which installs without licensecheck and
pulls in the git that getdeps needs to apply a manifest patchfile

requiring the retired Fedora packages of the Meta stack
- Ship the mcrouter and mcpiper executables statically linked; nothing else
(no libraries or headers)
- Re-enable ppc64le: the folly F14 fallback ambiguity behind rhbz#2344416
is fixed by a carried patch and the scratch build passes
- Version is the upstream weekly tag, with ^<distance>.<shortcommit>
